Fridolin Biedermann ist ein anständiger, rechtschaffender Bürger - bis ihm ein schamloser Gangster die Brieftasche entwendet und fortan unter seinem Namen schiebt, Urkunden fälscht und Heiratsschwindel betreibt. So heiratet der vermeintliche Biedermann eine attraktive Malerin. Diese benötigt lediglich die Genehmigung zur Errichtung einer Werkstatt und will sich kurz darauf wieder scheiden lassen, als der Ganove jedoch verhaftet wird. Die Mühlen der Ämter malen langsam, so dass in der Zwischenzeit auch der echte Fridolin Biedermann in der Provinz verhaftet wird. Die Verwechslungen sind unaufhaltsam.
